内蒙古农业经济可持续发展科学技术研究院成立于2009年，是经内蒙古自治区科学技术厅批准成立的非盈利性科研机构。成立之初，主要从事内蒙古地区非资源性产业的发展研究：包括农畜产品产业化研究；内蒙古城乡一体化建设研究；以降低生态环境压力、提高农牧民收入为主导的新产业模式研究；内蒙古农牧业旗县县域经济均衡发展研究；农牧产品安全产业对策研究；生态区建设与山地、草原生物多样性资源综合开发研究等。
2013年根据内蒙古自治区发展的新要求，研究院完成资产重组，在原基础上扩大研究范围和研究领域。筛选中国目前实战型专家组成研究团队；聘请社会资深人士和行业领袖组成专家顾问委员会、学术指导委员会和理事局；由中国著名经济学家马志刚教授出任研究院院长。研究院以“整合资源，创意发展”为理念，以“始自智慧、集在国家”为宗旨。聚集各领域的研究力量，系统、准确、及时为各级政府提供重大问题研究与重大决策咨询和服务。其最终发展方向和目标是：成为内蒙古自治区以及中国少数民族地区最具有影响力的智囊库。
研究院主要任务是：以《专题报告》、《情况通报》和《调查与研究》等书面报告形式，向各级政府提供决策性的参考意见，并承办党和政府委托的其他任务；对以内蒙古自治区为主兼顾其他边疆民族地区的经济、社会发展中的重大理论和实践问题深入开展调查研究，探讨解决方案，提出对策建议；为经济、社会发展提出建设性、前瞻性、指导性的咨询方案，对一些经济、社会发展的重大项目开展咨询活动；根据经济、社会发展和需要，有针对性地召开研讨会、报告会和座谈会，提出学术观点和建设性意见，针对各级政府开展以经济、社会发展为主题的交流、培训和讲座；对经济、社会发展方向重大理论研究成果和有影响的新著作、新观点、新思想进行收集整理，组织探讨研究及指导、评选和奖励，并促进成果的推广、转化和应用；帮助企业进行发展规划、知识培训、企业文化建设、项目策划与咨询等，全面提高企业高层管理者综合素质，促进企业健康发展和壮大；培养经济、社会发展高级学术人才；协助政府相关部门制定经济、社会、文化的发展战略规划，分析执行中出现的问题，推动政府相关部门运用科学的眼光制定发展战略和发展规划。
Inner Mongolia Agricultural Economy Sustainable Development Science & Technology Research Institute (hereinafter referred to as The Institute) was founded in 2009, it is a non-profit scientific research institution approved by the Inner Mongolia Autonomous Region Science & Technology Department for the establishment. At its inception, mainly engaged in the study of the development of Non- Natural Resource Industries in Inner Mongolia Region, including the industrialization research of livestock products, integration construction research of urban and rural areas of Inner Mongolia, new industry pattern research in order to reduce the ecological environment pressure and to increase the income of farmers and herdsmen, the county level economy of farming and animal husbandry balanced development research in Inner Mongolia, agricultural and animal husbandry products’ security industry countermeasure research, and the comprehensive development research for the ecological construction and mountain and grassland biodiversity resources, etc.
In 2013, according to the new requirements of the development of Inner Mongolia Autonomous Region, The Institute completed assets reorganization, based on the original, expanding the research scope and the study areas; To form the team through screening China's current actual practiced type experts, to organize the Expert Advisory Committee, Academic Steering Committee and the Bureau of Directors through hiring the senior experts of the society and industry leaders; Mr. Professor Ma Zhigang, who is the China’s famous economist, takes up the post of the president of the Institute. The Institute takes "Integration of Resources, Development with Creation" as the concept, with the "To provide the services for our country with our wisdom" for the purpose. Get the research strength from all areas together to provide the consultations and services for different level governments’ study of major issues and major decision making systematically, accurately and timely. Its ultimate development direction and goal is to become the Influential Thinking-tank with the most influence force in Inner Mongolia Autonomous Region and the Minority Areas of China.
The Institute main task is: To provide the reference opinions for decision-making for governments at all levels, with the writing report form of 《Special Report》《Notify》《Investigation and Research》and others; To undertake other tasks entrusted by the Party and the Governments; To conduct the investigation and research deeply, to explore the solutions, put forward the countermeasures and suggestions, for the major theoretical and practical issues occurred during the economic and social development mainly focus on the Inner Mongolia Autonomous Region, also other frontier minority areas; To put forward the constructive and forward-looking, guiding consulting solutions for economic and social development, and to provide consultation for the major projects of some economic and social development; According to the needs of economic and social development, to hold seminars, presentations and meetings, to put forward the academic ideas and constructive suggestions, and targeted at governments at all levels, to carry out the theme communication, training and seminars for the economic and social development; To collect and sort out the major theoretical research results and the new works, new ideas, new thoughts with influences for the economic and social development direction, and to organize for discussion, research and instruction, for appraising & selection and rewards, to promote the popularization, transformation and application of the achievements; To help the enterprises to do the development planning, knowledge training, enterprise culture construction, project planning and consulting, etc., to improve the comprehensive quality of top management, to promote the enterprises’ healthy development and growth; Foster economic and social development senior academic talents; To assist the relevant government departments to formulate the development strategy of the economic, social and cultural planning, to analyze the problems arising from the execution, to push the relevant government departments to use scientific vision to work out the develop strategy and development planning.
